Otto Mears with beard (left) stands behind four seated Native Americans and another government official (unidentified) stands to the right.  Mears was an early Colorado Jewish pioneer. He was responsible for carving out  roads on the western slope and it was his idea to use gold leaf for the capitol building.  He was also an Indian commissioner for Colorado.
